There are quite a few in the area but if you driving this is probably the most accessible.
How long ago was this photo taken?
The rope went up around it around 10-15 years ago. Until then you could climb on it and do as you pleased. These days there is an official from the OPW to monitor unruly tourists from damaging both the monument and dismantling the old stone walls.
For my visit, I did not see that tree in the same place. I do see it one of my photos but the area all around looks quite different. I may post a few photos.
EXIF data on the original shows 9/21/2009 as the date I took this shot. Regarding the tree -- I most often take photos with my eye focused on a main subject, then upon review see things that I did not see in the first look. I am sure that I did not even see this tree but now notice how it fit under dolmen as a backdrop. This tree had leaves but many trees there were leafless creating an eerie specter, adding to its mystical atmosphere. It is truly a spiritual place.
I have posted a few Poulnabrone photos on my page if you care to compare. The area definitely looks different in lots of other ways besides the tree. But that is the nature of nature. I had once taken a photo of a place in Bunratty village and received a Christmas card of the same place. It was mostly the same but had different plants around. It was a few weeks before I decided it was really a later date photo used for the card.
