declaring the week of March 15th , PS Gilmore music week etc . This was the second time that the City of NY had discussed a Gilmore related project , the first time being December 1891 , when Gilmore asked an alderman for an area called Battery Park , called Flynn to bring a proposal to the council to allow Gilmore and his band to play music in front of City Hall on the 31st Dec 1891 and so welcome in the New Year officially . More importantly to Gilmore he wanted to celebrate the great anniversary of Christopher Columbus arrival in America 400 years before . When Gilmore died in 1892 the tour that he was playing to was called the Columbus Tour . Incidentally the first official New Years Celebration took place as planned in 1892 before a crowd of 35,000 people .
