Origonally the plan as outlined by Gilmore for the 1969 National Peace Jubilee was to construct these buildings on the Boston Common . A petition was collected and presented to the Boston City Hall to stop this and thus everything was located to Back Bay . No hotels or hostels had beds free . Tables and chairs were rented and steps on stairs went for premium rates for visitors to Boston .
